The loop the language model works in stays the business of the tool underneath: Claude Code today, Codex alongside it. Everything around it is covey's job — who the agent is, what it may do, where its tasks come from, what it has learnt and what it costs. Role, access, rhythm and memory very much belong here; only the call to the model does not. That is exactly why the tool is attached through a narrow interface and stays replaceable.

Identity & org chart
Every agent has an identity, a role and a department. People and agents stand side by side in the org chart — who works where, and who reports to whom.
Isolated workplaces
Every agent works in an isolated environment of its own. Its working directory is kept; if the environment is lost, it is rebuilt from that directory and the configuration.
Time-limited access
Credentials are stored centrally and never handed to the agent. Access to a system is established only while it works — short-lived and only for the task at hand.
Rules & approvals
The rules apply centrally, outside the agent's working environment. Anything not explicitly permitted is refused. Critical actions wait for a person to approve them.
Task list
Agents work through a prioritised list like a team: tasks have a status, and where something is unclear they ask instead of guessing.
Accountability & costs
Every session is recorded: what the agent did and what it cost — visible to the whole organisation, with alerts and an emergency stop.
The agents also report back on their own
Most platforms stop once the agent is running. covey does not stop there: what an agent is missing, what it has learnt and what it is measured by all become items with a sender, a recipient and a decision.
The memory is tidied up overnight
At night the agent goes through its memory again. It merges what says the same thing and renames pages named after a single incident rather than the subject. In the morning it reports what it did, and you can undo each rename individually.
A request for a tool
An agent is missing a program, and it has administrator rights nowhere. As long as there was no route for this, it built itself a workaround in its own working directory — badly, again and again, and visible to nobody. Now it files a request and a person decides on it.
The work record
What an agent is measured by follows from counted facts: tasks completed, runs aborted, proposals rejected, costs. Transcripts of its conversations are explicitly not part of it.
Proposal, finding, error report, request for a tool: four kinds of open item, all arriving in the same inbox and handled the same way. And none of it takes effect before a person has accepted it.
